What this simulation models
The rotating course card has light mechanical inertia. The CDI needle uses a damped response with a small settling movement, and a newly tuned station takes a moment to become usable. A conventional VOR indication is modeled at approximately 2° per dot and 10° at full-scale deflection.
The corrected version of the common route question is: “The airplane is on the 210° radial from the station. Which reciprocal course should be selected to fly inbound?” The answer is 030° with a TO indication—not “the 030 radial to the station,” because radials always extend outward.
